Punjab Govt Takes a Big Step for Allows 16-Year-Olds to Get Smart Card
In Lahore, Chief Minister Maryam Nawaz approved a new policy that stops police from arresting underage students for traffic violations. Recently, some videos went viral where young boys were handcuffed for minor violations, which created public anger. The CM showed strong displeasure and ordered the police to treat students respectfully. Along with this, the government has now agreed “in principle” to issue smart cards and motorcycle driving licenses to 16-year-old students. This is a major shift from previous years when licenses were only given at 18.

Why the Policy Changed?
The CM clearly stated that children are not fully at fault. It is mostly the parents who must guide them about road safety. She also said that traffic laws are made to protect life, not to punish. If parents teach their children the habit of wearing helmets, half the accidents can be avoided.
For the first offence of not wearing a helmet, students will now receive a warning challan instead of fines or arrest.
The Lahore High Court also pointed out that instead of arresting underage drivers, the government should start awareness campaigns and give warnings first. Only repeated violations should result in action.
